1.1 NEED FOR IDENTIFICATION AND AUTHENTICATION OF YOUTH ORGANISATIONS

There are many Youth Serving Organisations in Nigeria today, all purportedly working for the interest of young people. However, majority of them do not have the required structures to qualify as Youth Organisations. For instance, while many do not have the requisite organisational structures or human capacity, others only exist in the brief cases of their founders. As a result, the Ministry can neither account for their existence nor ascertain their authenticity. This section of the guidelines seeks to establish procedures for the identification and authentication of Youth serving Organisations in Nigeria. 

 

1.2 DEFINITION OF REGISTRATION

For the purpose of this exercise, Registration shall mean: the act or process of entering information about youth organisations in Nigeria on an official list or system of public records in/by the Federal Ministry of Youth and Sports Development. 

 

1.3 PROVISIONS FOR REGISTRATION

The Ministry shall be responsible for the identification and registration of all youth organisations in Nigeria. This will serve as the authentic source of information on all Youth Organisations in 

the country, especially when dealing with foreign bodies. Accordingly, the guideline provides as follows:

 

  • The Ministry shall invite and register all Youth Organisations in the country as required by the National Youth Policy.
  • The Ministry shall establish and maintain a database called the National Youth Organisation Register (NYREG) of all these registered Youth Organisations. This database shall be domiciled and managed by the Network and Social Mobilisation Department. 
  • The existence of an organisation in the database does not, however, connote the accreditation of such organisation by the Ministry as an implementing partner of the National Youth Policy.

1.4 CRITERIA FOR REGISTRATION

An organization seeking to be registered in the NYREG would be required to satisfy the following: 

  • Must be non-profit oriented; 
  • Must be non-partisan; 
  • Must be non-governmental in origin and membership;
  • Must be duly registered with the Corporate Affairs Commission (CAC) in Nigeria for at least 6 Months; 

 

 

  • Has the promotion of Youth Development as its primary aim and objective;
  • Must possess a valid Constitution, which clearly defines aims and objectives of the organization;
  • Must have suitable office location/facilities that can be visited and assessed from time to time; 
  • Must have a well-defined organizational structure and the requisite technical and human capacities;
  • Must have a bank account operated in the name of the organization; 
  • Must have at least 30% members of its Executive who are between ages 15-29 years old as stipulated by the National Youth Policy 2019; and also 30% Gender Balance (where applicable)

*Organisations affiliated to Political Parties can also register but WOULD NOT BE ACCREDITED as National Youth Policy Implementing Partners!

 

1.5 PROCEDURE FOR REGISTRATION: 

The Registration following procedure will guide the registration process:

 

  1. An organisation seeking to register will be required to APPLY ONLINE at https://youthandsport.gov.ng or https://Noya.ng.  
  2. Creation of Organisation’s Profile Account on Registration Portal by organisation
  3. Conduct of Due Diligence on organisation’s application by the Ministry.
  4. Issuance of Letter of Registration to successful applicants.

 

1.6 BENEFITS OF REGISTRATION 

A youth organisation registered with the Ministry may enjoy the following privileges:

  • Inclusion in the National Database of Registered Youth Organisations (i.e. the National Youth Organisations’ Register)
  • Endorsement of its programmes by Ministry (Programme specific)– by way of letters, etc; 
  • Opportunity to participate in Ministry’s programmes, events, etc subject to existing space or opportunity.

1.7 RENEWAL OF REGISTRATION 

The Ministry shall require every organisation to renew registration after every five years. This will enable the Ministry to ascertain that such organisations are still in business.

 

1.8 REGISTRATION FEE

Registration is FREE for ALL Youth Organisations

 

1.9 REVOCATION OF REGISTRATION (DE-REGISTRATION OF AN ORGANISATION)

The Ministry shall effect to de-register or revoke the registration of an organisation after 24 months or under any or all of the following circumstances:

  • Whenever an organisation is deemed to be unviable for 24 Months (after all necessary measures to revive it have failed);

 

 

  • When a Criminal and/or fraudulent practice is established against such an organisation;
  • A case of Double registration.

In the event of the above, the Ministry shall communicate the revocation of the organisation’s registration to its registered address and recommend to the Corporate Affairs Commission to do same. It shall also place an advert notifying the general public about same on the Ministry’s website, the registration portal and in at least two national dailies. 

 

Dormant/ blacklisted organisations would be required to write officially to the Ministry for revalidation stating the reasons for dormancy.
